This report refers to the Comprehensive Situation analysis and Consultations Report for S5 project (Risksensitive land-use planning), which is part of the Urban Resiliency Project initiated and financed by the World Bank for the development of Dhaka. The objective of this project is to review and strengthen with an aim of resilient and safe Dhaka Metropolitan against potential hazards-the current planning regulation process, and methods of RAJUK and other agencies involved in the land use planning process of Dhaka. This study is an outcome of many ‘formal’ and ‘informal’ contributions of various stakeholders.


In other words, in this report, the situation is analyzed in a way to find out what the shortcomings and constraints are, and also, what opportunities and capacities are and finally how we can eliminate shortcomings and constraints by using opportunities and capacities so that we can achieve a good outcome in terms of risk-sensitive land use planning. 


The report presents four overviews of past studies, identifying challenges and capacities, and recommendations for next steps. Regarding sustainability dimensions, four dimensions of environmental, socioeconomic, spatial and governance are studied in each section of this report. Dhaka's most important challenges in moving towards risk-sensitive land-use planning seem to be:



  • Rapid urbanization

  • Climate change and global warming

  • Centralization of jobs and living conditions in Dhaka

  • Power Concentration

  • The lack of an appropriate legal framework

  • Partial Implementation
