The planning system in Dhaka is a British system in which urban policies are presented at several levels. Regarding the past plans, it seems that there are relatively suitable policies in the projects, as there are a lot of up-to-date issues such as sustainability, community participation, risk consideration, financial mechanisms, etc. However, the problems of implementation seem to be the main challenge of Dhaka. Also, reviewing these plans, it was noted that there was no comprehensive risk assessment integrated with land use planning. In other words, programs could not be considered as risk-sensitive.
