With the overview of these documents and extraction of their capacities and limitations, a theoretical framework provided for Risk Sensitive Land Use Planning (RSLUP) Process in Greater Dhaka. In this framework, in addition to the technical dimension, the political dimension is considered and a theoretical platform has been proposed for capacity building.
