This report on Proposed Program for Building Code and Construction Code Enforcement extends the elements developed in the Final Concept Note into a proposed model for enforcement of building codes and construction control regulations for RAJUK. It includes the development of the legal, administrative, technical and logistical instruments for transparent and rigorous building code implementation and enforcement.


In the proposed code enforcement program, digitalization and automation have been proposed in a number of contexts such as electronic construction permitting system, automated conflict resolution process, introduction of Plot ID in a GIS platform etc. However, in delivering the entire code enforcement program in an efficient manner, it is realized that automation of all activities of RAJUK (administrative, financial, legal, technical etc.) in all of its divisions is rather indispensable in the long run. As discussed above, in alignment of the government policies and strategies, it is high time, if not already late, that RAJUK embarks on the journey of transforming all its activities from current practices to a digitalized automated integrated service platform i.e., an Enterprise Resource Planning (ERP) platform. This will make RAJUK not only ready for the newer technologies of the 4th Industrial Revolution, but this will also smoothen many interactions between different divisions of RAJUK and that between RAJUK Headquarters and the Zonal offices.
