This report builds on the Final Concept Note. “This task consists of extending the elements developed in the Concept Note into a proposed model for enforcement of building codes and construction control regulation for RAJUK. It includes the development of the parameters (legal, administrative, technical and logistical) for a transparent, rigorous, building code implementation and enforcement.”



“The key impediments to enforcement should be indicated and the approach to overcoming these impediments described. The rationale for such approach should be explained. An assessment of the challenges and success parameters should also be provided. These should be supported by examples from international experience on what worked and did not work, and how these experiences can be structured to have a positive outcome in Bangladesh and particularly for RAJUK. Implications on resources (both human and financial) should be estimated and indicated. Potential institutional and/or organizational changes to create an enabling environment for Building Code implementation and enforcement should be explained and rationalized. Similarly, incentive programs should be suggested. In terms of human resource capacity, specific training and capacity programs for building officials and engineers should be provided and their costs and delivery mechanisms specified.”
