MD-1.2_Strategic Environmental Assessment (SEA) Draft Final Report
This report as part of WB-URP-S05 project provides the Strategic Environmental Assessment of Dhaka. Dhaka Like many metropolises of developing countries, a mix of culture, precipitancy, destruction, fear, hope, demographic and physical explosions, existing and lost opportunities, as well as past and future dangers, has been manifested and embodied in this city. Moreover, the environment, as the context of these events, has sometimes been the origin of, and sometimes the subdued one. Environment is being weakened by modern civilization. Thus, the post-modern era has created a pause to review development processes. Perhaps those values can be restored, and the problems alleviated. In other words, trying to develop along with protecting values (i.e. the beauties). SEA is one of these efforts. The SEA study under URP-D05 consists of four stages, in this document, the third “Draft Final Report” is presented, and a summary of which has provided in the following.
Introduction provides the introduction, the background, objectives, approaches, and scope of the work in this stage of the SEA project; as well as the action plans for alternative recommendations raised from the interim report are presented in which can be seen as the significant role of some institutions of Dhaka in managing and implementing the objective and results of the SEA. The agencies like DoE, RAJUK, DDM, and DCCs, etc.
Chapter 2 Provides the Institutional and Governance Plan with the aim of providing an implementation plan in order to strengthen the Institutional and improve governance situation. The summary of the results can be divided into two parts:
1) The results of the evaluation of the potential effects of S-04 and S-05 projects on the environment: The actions that officials and administrative bodies need to take in this regard are divided into three categories: "awareness", "corrective measures" and "protective measures"
2) The results are related to the suggestions (Priority actions and Proposed Scenarios): The administrative actions required in this section can be presented in the form of three patterns: actions that are based on change or transformation in the administrative system, actions that are of a constructive nature, and the last category, actions that can be approached with correction
