The purpose of this report is to help the Project Implementation Unit of the Urban Resilience Project (URP PIU) and RAJUK make informed decisions regarding all matters that have important repercussions on the long-term adoption of ECP.


To that end, a series of stakeholder consultation workshops have been conducted over a 4-month period to discuss the findings and recommendations of the Construction Permitting Assessment Report (CPAR), demonstrate a prototype of the ECPS, and seek stakeholders’ input on the core parameters that would define the functionality of the ECPS to be. The stakeholder consultation workshops gathered over 120 participants representing all stakeholder groups concerned, namely: RAJUK departments, developers, designers, contractors, practitioners, regulators, experts and lawyers. Moreover, PIU acknowledged that the workshop series succeeded in meeting an essential objective, that is to forge a consensus among the aforementioned stakeholder groups by promoting efficiency, transparency, and a citizen-centric innovation in support of the e-permit system but also taking into consideration the reality on the ground that would make the ECPS viable and sustainable.
