The purpose of this report is to define business rule (BR) specifications so the Project Implementation Unit of the Urban Resilience Project (URP PIU), RAJUK, and stakeholder agencies understand roles and responsibilities regarding the implementation of ECP. Development of the BRs was informed through a series of stakeholder consultation workshops that were conducted over a four-month period to discuss the findings and recommendations of the S-07 Construction Permitting Assessment Report (CPAR), demonstrate a prototype of the ECPS, and seek stakeholders’ input on the core parameters that would define the future functionality of the ECPS. The stakeholder consultation workshops gathered over 120 participants representing all stakeholder groups concerned, namely: RAJUK departments, developers, designers, contractors, practitioners, regulators, experts and lawyers. Moreover, PIU acknowledged that the workshop series succeeded in meeting an essential objective, that is to forge a consensus among the aforementioned stakeholder groups by promoting efficiency, transparency and a citizen-centric innovation in support of the e-permit system but also considering current conditions that would make the ECPS viable and sustainable.


The preceding S-07 Strategic Plan Report (SPR) included details about the required institutional agreements between RAJUK and satellite agencies, rules for conflict resolution between RAJUK and non-objection certificate (NOC) agencies and rationale underlying the business process reengineering effort and the resulting reengineered processes.


Based on the CPAR, SPR and ECPS currently in development, an ECP-related BR governance framework and the BRs presented in this report were defined. BR specifications will serve as a reference for RAJUK operations and provide a basis for the customization of the ECPS.
